This Special Operation (SO) is established to ensure humanitarian access to north-east Nigeria through the provision of safe and reliable air transport services as well as to provide capacity for possible evacuation of humanitarian staff when required. With the escalation of violence due to Boko Haram activities in northeastern Nigeria and neighbouring countries, there is a looming humanitarian crisis as the security situation is worsening and hundreds of thousands of people continue to be displaced. This has necessitated an increase in the humanitarian presence in the country. As UN agencies and other humanitarian organizations scale up their activities for an effective response, there is difficulty to access the crisis-affected areas due to road insecurity and long waiting at checkpoints that are often subject to insurgent attacks.
